International Travel Guidelines


To comply to the Malaysia COVID-19 Standard Operations Procedures (SOP) is to ensure a better stay during the whole conference period. Therefore, all participants are requested to adhere the SOP guidelines. Below is the travel summary of the SOP guideline for all participants starting from the beginning of the travel to the last day of one’s stay in Langkawi. Participant are required to stay for a minimum three (3) days in Langkawi. Malaysia will be entering the endemic phase beginning of 1st of April 2022, with many more restrictions to be loosen up, including the reopening of international border. The Local Organizing Committee will update the latest information on the SOP and other procedures from time to time. All of the SOP and travelling procedures below are as of 9 March 2022.

01. Pre – Departure to Malaysia

Entry Requirement for Participant and Family Members
  1. ALL PARTICIPANTS must have completed their vaccine shots and completed the period of 14 days from the second-dose injection or after 28 days of a single-dose injection (depending on type of vaccine) before leaving for Malaysia.
  2. Participant is considered boostered upon receiving the booster dose injection
  3. Only the below vaccination list is approved by the Malaysia Ministry of Health (MoH) :
    • Comirnaty (Pfizer-BioNTech);
    • Covishield (Oxford-AstraZeneca);
    • CoronaVac (Sinovac); 4. Convidecia (CanSino);
    • COVID-19 Janssen (Johnson & Johnson);
    • Covilo (Sinopham);
    • Spikevax (Moderna);
    • Sputnik V (Gam-COVID-Vac);
    • Covaxin (Bharat)
  4. Vaccination certificate (fully vaccinated)- printed
  5. Children aged 12 and below may travel with their vaccinated parents/ guardian without having to prove their vaccination

Travel Agent
  1. All participants must engage a tour operator/ travel agent in Malaysia that is registered and licensed with the Ministry of Tourism, Arts and Culture (MOTAC) OR through a foreign representative who uses the services of a Malaysian tour operator / travel agent that is registered and licensed with MOTAC.
  2. Free Independent traveller (FIT) is NOT allowed.
  3. The tour/ travel package must include:
    • The particulars of tour operator/ travel agent registered and licensed under MOTAC (including license number) by referring to
    • Round trip flight (either purchased directly with the airline or through a tour operator / travel agent). Exemption is given to Malaysia tourist living abroad:
    • Accommodation
    • Booking / payment of compulsory COVID-19 screening test
    • Tour guide
    • Itinerary / tour package (need to go through operator / travel agent)
  4. The Local Organizing Committee will appoint travel agent panels for the conference to ease up all the arrangement of participants to Malaysia. (Will be updated)

To install MySejahtera Apps
  1. MySejahtera is a mobile application developed by the government of Malaysia to facilitate contact tracing efforts in response to the COVID-19 pandemic in Malaysia. The main goal is quick identification of persons who may have come into close contact with anyone who has tested positive for COVID-19.
  2. ALL PARTICIPANTS are require to download and activate the MySejahtera application before departing to Malaysia. They are required to fill up the health declaration and pre-departure form that can be accessed through the TRAVELLER icon in the MySejahtera application.

Home Country Screening Test Requirement
  1. ALL PARTICIPANTS are required to take the RT-PCR COVID-19 / Rapid Molecular Test TWO (2) Days before departing to Langkawi Island.
  2. Test result should be provided in printed OR digital form, in English or Bahasa Melayu.
  3. Result must be shown to the authorities upon arrival.

Insurance
  1. ALL PARTICIPANTS are required to purchase an insurance policy worth of USD 500,000(COVID-19 and Travel) for the duration of their stay in Malaysia.
  2. Insurance policy can be purchased from a Malaysian or foreigner company before departure to Malaysia and can be packaged into a tourist package by the tour operator / travel agent.
  3. Insurance policies packaged together with the purchase of flight tickets by the airline or accommodation are also accepted / allowed as long as the coverage is for COVID-19 and travel, which include:
    • Daily quarantine facility expenses
    • Emergency medical transportation by air / sea to the nearest private medical facility following a positive COVID-19 diagnosis (Categories 3-5)
    • Emergency medical expenses for treating illness or injury
    • Mortuary and burial services
    • Daily isolation facility expenses

Hotel booking
  1. ALL PARTICIPANTS are required to book their hotel before flying into Malaysia through the tour operator / travel agent that is registered and licensed by MOTAC.
  2. Printed proof of documentation such as payment receipt for the tour package need to be brought along.

02. Arrival to Malaysia

Screening test & Quarantine Exemption
  1. Direct flight to Langkawi Island>Flight via Kuala Lumpur International Airport (KLIA)/ Kuala Lumpur International Airport 2 (KLIA 2)
    1. All participants will be fitted with an identification tag by the operator of a private health screening test facility.
    2. The private health screening facility operator will need to check the following items:
      • Participant complete vaccination certificate
      • Ensuring MySejahtera App has been downloaded.
      • Ensuring all participants scan the Langkawi Island International Tourism Bubble traveller QR code and complete the MySejahtera travel form.
    3. Upon completing the checking, participant will be asked to undergo a RT-PCR / Rapid Molecular Test (RMT) COVID-19 at the private health screening facility.
    4. Upon receiving the RT-PCT test result, participant is required to proceed to the Ministry of Health counter to verify the results of the COVID-19 screening test as well as the confirmation of quarantine exemption.
    5. For participant who found to have Negative RT-PCR test Result will proceed to the Immigration Department Counter.
    6. For participant who found to have Positive RT-PCR test Result, the private health screening facility operator is responsible for arranging the transfer of the participant to designated private isolation / quarantine locations or private hospitals. Quarantine period can be referred to table 1
    7. For the participants with the Negative RT-PCR result are allowed to continue proceed to the Immigration Department counter.
    8. At the immigration Department Counter, participants are required to submit the following documents:
      • Passport
      • Round trip flight tickets (printed)
      • Tour/travel packages (printed)
    9. Participants who pass the security check and screening by the Immigration Department can proceed to the check-in counter via domestic flight to Langkawi Island.
    10. Tour operators must ensure that the transit period is at least 5-6 hours before the next flight. This is to ensure a sufficient timing for the screening test and documents examinations to be made by the relevant authorities.

  2. Direct flight to Langkawi Island
    1. Upon arrival at the Langkawi International Airport (LIA), participants need to proceed to the Ministry of Health (MoH) counter for inspection and quarantine clearance.
    2. Participants are required to submit the following documents
      • Vaccination certificate
      • RT-PCR / Rapid Molecular Test COVID-19 test results performed taken two (2) days before boarding the aircraft to Malaysia (printed / digital)
      • Proof or purchase of minimum insurance of USD 500,000 (COVID-19 and travel)
      • Downloaded MySejahtera App.
    3. Participant is then required to scan the “Langkawi Island International Tourism Bubble Traveller” QR code and complete the MySejahtera Travel Form.
    4. Upon the completion of the above items, participants will proceed to the immigration department counter.
    5. At the immigration Department counter, tourists are required to submit the following documents during inspection:
      • Passport
      • Visa (if necessary)
      • Round trip tickets (printed)
    6. Participant who pass the security check and screening by the immigration department is allowed to exit the Langkawi International Airport (LIA), to meet the respectively tour guide and proceed DIRECTLY to the hotel.
    7. The RT-PCT / Rapid Molecular Test (RMT) COVID-19 is to be performed on the day of arrival or at the latest the second day at a private health screening facility that has been booked by the tour operator / travel agent and managed by the Tour Guide.
    8. While waiting for the screening test result, tourists are allowed to directly go to the hotel and will be issued a Home Surveillance Order (HSO) digitally through the MySejahtera app.
    9. For participant who found to have Negative RT-PCR test Result will be able to continue with the stay.
    10. For participant who found to have Positive RT-PCR test Result, the private health screening facility operator is responsible for arranging the transfer of the participant to designated private isolation / quarantine locations or private hospitals. Quarantine period can be referred to table 1

03. Staying in Langkawi

  1. The movement of all participants are limited to the district of Langkawi Island only until Day 7.
  2. Fully vaccinated participants with booster may leave Langkawi Island on Day 5.
  3. Participants do not have to undergo RT-PCR / Rapid Molecular Test COVID-19 test during the stay period in Langkawi.

04. Departing for Home

  1. From Langkawi to Home Country
    1. Participants are required to undergo RT-PCR / Rapid Molecular Testing before departing Malaysia, although it depends on the health protocol of the next country of destination.
    2. For participant with a Positive RT-PCR / Rapid Molecular testing Result, participant will be sent to designated private isolation / quarantine locations or private hospitals.
      Quarantine period can be referred to table 1
    3. For participant with a Negative RT-PCR / Rapid Molecular Testing Result, participant is allowed to leave Malaysia.
  2. From Langkawi to Other states in Malaysia
    1. Fully Vaccinated participant may leave Langkawi through the domestic exits (air or sea) on Day 7, or Day 5 for participant with booster.
